Temporary Permits- Applying for Construction Permit, Building Permit & Occupancy Certificate

Licensees under RAKIA Lease for Land or Warehouses or other RAKIA property wish to undertake any engineering or building works, must carry out in accordance with the RAKIA Building Regulations.

Licensees under RAKIA lease for land are allowed to construct labour accommodation inside the premises and construction activities are allowed up to sixty percent of the total land leased. For initiating the work at site, like site leveling, fencing and boundary wall construction, a temporary permit can be obtained. Before any new construction work is started, or before any new constructional modification to existing premises is to be made, the client must get the drawings approved from RAKIA’s Operations Department, after which, he shall arrange to obtain a Building Permit, & start construction within six months from the Lease Agreement commencement date.

An Occupancy Certificate (OC) will be issued by RAKIA upon completion of work as per Building Permit. The Occupancy Certificate is valid for one year and will be renewed every year after paying the inspection fees and Certificate Charges. Please refer the link

Building Permit


Application for Building Permit enclosing the letter of undertaking from Consultant(Please refer RAKIA Building Regulations manual for formats) Copy of Industrial License & Lease Contract Two sets of Drawings of all buildings proposed for construction Soft Copies of the drawings as CD –Two Nos. Copy of the previously sanctioned plan if the application is for addition/ alteration/modification to the existing building. Copy of approvals from FEWA, ETISALAT, Civil Defense, RAK Gas, EPDA, Civil Aviation (if applicable)

Occupancy Certificate


Application in the prescribed format signed by client Copy of Civil defense approvals Copy of Environmental License from EPDA For projects for which Environmental License is not needed, declaration by investor stating the same ,should be provided Construction supervision certificate from Consultant. One set of As built drawings & CD, clearly highlighting the deviations from the original approved drawings Copy of the license, lease contract & construction permit Copy of registration documents of Main Consultant & contractor
